Trust and transparency issues are the foremost concerns in choosing a great VPN, and if a service doesn’t have enough locations to be useful to you, all the security features won’t make a difference. Since we last tested VPNs, we've given special attention to the privacy practices of VPN companies and not just the technology they provide. In our testing, we read through the privacy policies and discuss company practices with VPN service representatives. What we look for is a commitment to protect user information, and to take a hands-off approach to gathering user data.
Setting up ExpressVPN and connecting to a VPN server was easy enough. Performance, when connected to the VPN server, was average at 49 Mb/s down and 16 Mb/s up, compared to our usual speeds of 125 Mb/s down and 20 Mb/s up. Netflix complained about a proxy being in use when we used the automatic configuration option, but it worked fine when we manually selected a local U.S. server. Amazon Prime Video played just fine, and our other internet tests completed without issue.

Even though Tor is free, we don’t think it’s the best option for most people. If you aren’t familiar with Tor, this handy interactive graphic shows how it protects an Internet connection, and this series goes into more detail about how Tor works. Runa Sandvik, a former researcher with The Tor Project who is now part of the information security team at The New York Times (parent company of Wirecutter), described it as “a tool that allows users to remain anonymous and uncensored.” When we asked expert Alec Muffett about whether he personally used a VPN, he told us he actually spent most of his work time using Tor. To verify that each service effectively hid our true IP address, we looked at a geolocation tool, DNS leaks, and IPv6 leaks. When connected to each service’s UK servers, we noted whether we could watch videos on BBC iPlayer, and using US servers we noted whether we could stream Netflix. We also visited the sites of Target, Yelp, Cloudflare, and Akamai to check whether our VPN IP addresses prevented us from accessing common sites that sometimes blacklist suspicious IP addresses.

Computer and software providers work hard to make sure that the devices you buy are safe right out of the box. But they don't provide everything you'll need. Antivirus software, for example, consistently outperforms the built-in protections. In the same vein, VPN software lets you use the web and Wi-Fi with confidence that your information will remain secure. It's critically important and often overlooked.
IPVanish’s endpoints in the Netherlands fared well, too, with us consistently getting speeds of between 8.5MB/s (68Mbit/s) and 9.5MB/s (76Mbit/s). UK speeds however fell way short of expectations – we recorded a relatively feeble 3.2MB/s (25.6Mbit/s) via FTP and 3MB/s (24Mbit/s) via HTTP. We were also unable to connect to BBC iPlayer this time around as well.

TorGuard also lacks extra features that are nice to have, like automatically connecting to the VPN when you’re on an unknown Wi-Fi network (which IVPN offers) or split-tunneling to choose which apps do and don’t route through the VPN (which ExpressVPN supports). The only thing that's illegal is if you were to break the law while using a VPN - for instance if you were to infringe on someone's copyright. But that's the action of infringement that's illegal, not the use of the VPN.

Logging: When you connect to a VPN, you’re trusting the VPN service provider with your data. Your communications may be secure from eavesdropping, but other systems on the same VPN—especially the operator—can log your data if they choose. If this bothers you (e.g., you’re the privacy/security advocate or the downloader), make absolutely sure you know your provider’s logging policies before signing up. This applies to location as well—if your company doesn’t keep logs, it may not matter as much where it’s located. (There’s a popular rumor that US-based VPN providers are required to log, in case the government wants them. This isn’t true, but the government can always request whatever data they have if they do log.) Many companies proudly display “warrant canaries” on their websites. These are digitally signed notices that say something to the effect of “We have never been served a warrant for traffic logs or turned over customer information.” Law enforcement can prohibit a company from discussing an investigation, but in theory, it can’t compel a company to actively lie. So the theory goes that when the warrant canary dies—that is, the notice disappears from the website because it’s no longer truthful—so does privacy. The EFF supports this legal position, though other highly regarded companies and organizations think warrant canaries are helpful only for informing you after the damage has been done. Such notices may provide a nice sense of security, and they are important to some people, but we didn’t consider them essential.

Instead of logically tying the endpoint of the network tunnel to the physical IP address, each tunnel is bound to a permanently associated IP address at the device. The mobile VPN software handles the necessary network-authentication and maintains the network sessions in a manner transparent to the application and to the user.[31] The Host Identity Protocol (HIP), under study by the Internet Engineering Task Force, is designed to support mobility of hosts by separating the role of IP addresses for host identification from their locator functionality in an IP network. With HIP a mobile host maintains its logical connections established via the host identity identifier while associating with different IP addresses when roaming between access networks.
The Center for Democracy & Technology brought just such a complaint against one VPN provider last year, though no enforcement action has been announced. Many privacy sites suggest finding a VPN service outside the prying eyes of US intelligence agencies and their allies, but FTC protections could be an argument for finding one in the US so that there’s a penalty if it deceives its customers.
A P device operates inside the provider's core network and does not directly interface to any customer endpoint. It might, for example, provide routing for many provider-operated tunnels that belong to different customers' PPVPNs. While the P device is a key part of implementing PPVPNs, it is not itself VPN-aware and does not maintain VPN state. Its principal role is allowing the service provider to scale its PPVPN offerings, for example, by acting as an aggregation point for multiple PEs. P-to-P connections, in such a role, often are high-capacity optical links between major locations of providers.
