The problem? The best free VPN doesn’t necessarily mean the best paid VPN. It certainly doesn’t mean the best value for money. Many free providers offer expensive plans with second-rate features, while other services don’t have a free trial but offer cheaper plans with better features. Sticking with your now-familiar provider could mean you end up paying more for less, and settling for a second-rate service instead of a top VPN.
Price: proXPN has a free plan, which limits your transfer speeds to 300kpbs and restricts you to one exit location (Miami) in the United States. Premium accounts unlock support for PPTP (if you want to connect a mobile device or a router,) remove the transfer cap, and allows you to choose from any of the company’s other exit locations. OVPN was regularly the fastest VPN in our tests regardless of the time of week or location. We also liked the app’s clean design and its simple and well-labeled settings pane. But OVPN is a small startup with a limited server network: At this writing, the company has servers in just seven countries, none in Asia. That makes it less versatile for finding less congested routes or geoshifting. OVPN also hasn’t released an Android app yet, so even non-iOS device owners will have to resort to the clunky, third-party OpenVPN Connect app on their phones. When we reached out for details about the company’s operational security, founder and CEO David Wibergh was open to questions and gave us answers that led us to believe that the company acted in the best interest of its customers’ privacy and security. He noted that after an uptick in data requests from local authorities in Sweden—all of which OVPN responded to by explaining that it lacked any pertinent data—the company published a blog post to detail just how little information it keeps.
We tested Private Internet Services using its Windows installer, which configures the VPN protocols and provides a simple utility in the task bar to turn the VPN connection on and off. While the interface was spartan, performance was excellent. Our test system consistently maintained over 110 Mb/s download and 19 Mb/s upload speeds with the VPN connection turned on, very close to our usual 125 Mb/s download and 20 Mb/s upload speeds.

However, network performance is another thing entirely. First, keep in mind that if you're using a VPN, you're probably using it at a public location. That Wi-Fi service is likely to range in performance somewhere between "meh" and unusable. So, just the fact that you're remotely working on a mediocre network will reduce performance. But then, if you connect to a VPN in a different country, the connection between countries is also likely to degrade network performance.
Avast SecureLine VPN offers good overall performance and steady connections, and it was the best of the limited-feature services we tested in 2017. But at $80 per year for software installation on five devices, it's more expensive than any full-fledged VPN service that doesn't limit installations. A single Mac or PC license is $60, while iOS or Android licenses are $20 each.
VPN services are entirely legal and legitimate in most countries. It's completely legal to mask your IP address and encrypt your internet traffic. There is nothing about using a VPN that's illegal and VPN services themselves do not and cannot do anything illegal. The only thing that's illegal is if you were to break the law while using a VPN - for instance if you were to infringe on someone's copyright. But that's the action of infringement that's illegal, not the use of the VPN.
In the most recent round of testing, we've also looked at how many virtual servers a given VPN company uses. A virtual server is just what it sounds like—a software-defined server running on server hardware that might have several virtual servers onboard. The thing about virtual servers is that they can be configured to appear as if they are in one country when they are actually being hosted somewhere else. That's an issue if you're especially concerned about where you web traffic is traveling. It's a bit worrisome to choose one location and discover you're actually connected somewhere else entirely.
Though TorGuard’s support site offers in-depth information, finding specific info is harder, and the site is not as easy to follow as those for our top pick or ExpressVPN. TorGuard provides helpful video tutorials, but they’re two years old now and don’t show the latest versions of the company’s apps. As with most of the VPNs we contacted, TorGuard support staff responded to our help ticket quickly—the response to our query came less than half an hour after we submitted it on a weekday afternoon. Still, if you’re worried about getting lost in VPN settings or don’t like hunting for your own answers, IVPN is a better fit.
Subscription VPN Providers usually take your privacy a bit more seriously, since you’re paying for the service. It’s unusual for them to show ads, although whether they do logging or store data about your usage varies from company to company. They usually offer free trials so you can give the service a shot first, but remember: just because you’re paying for a service doesn’t mean you shouldn’t do your homework.
With a name like TorGuard, the software better offer strong protection. The software’s hallmarks lie in its ability to connect to a melange of services for different activities, with four different packages available based on various needs. The VPN service will run you $10 each month, but there’s a cheaper proxy service if all you need to do is hide your IP address from the world.

While this allowed us easy access to American Netflix, the UK iPlayer endpoint was actually too slow to actually load any BBC’s content, while using the other UK endpoints were invariably detected by the website. Our VPN-issued IP address was never blacklisted by websites like those of Yelp and Target, but we were unable to access Netflix and BBC iPlayer while connected to TorGuard. No VPN offers a reliable way to access these streaming services, though: All of the VPNs we tried were blocked by Netflix, and of the four that could access BBC content on the first day, two were blocked the next.

There are some minor disadvantages to using a dynamic IP. If someone who previously had the IP address you've been assigned did something nefarious on a service you use, it's possible that IP address might be banned. Usually, VPN providers are very careful about checking their IP addresses against blacklists, so the chances of this being a problem for you are slim.

We summarize the protocols above, and look at them in detail in VPN Encryption: The Complete Guide. Although L2TP/IPsec is fine for most purposes, we only really recommend OpenVPN and IKEv2. OpenVPN is very secure if properly configured. Indeed, Edward Snowden’s documents showed that even the NSA can’t crack well-implemented OpenVPN.
